Community Accountability Planning Submissions (CAPS) and Multi-Sector Service Accountability Agreements (MSAA)

The Local Health System Integration Act, 2006 (LHSIA) requires that the Local Health Integration Networks (LHIN) have a service accountability agreement in place with each health service provider (HSP) it funds. The Mississauga Halton LHIN and community-based HSPs entered into Multi-Sector Service Accountability (MSAA) agreements for a one-year period effective April 1, 2018 to March 31, 2019. 

A new three-year MSAA will be effective from April 1, 2019 to March 31, 2022. In working towards this new agreement, the LHINs will require its HSPs under an MSAA to submit an annual Community Accountability Planning Submission (CAPS). The financial budgets and service delivery budgets in the CAPS will be incorporated into the MSAA Schedules and Indicators for the 2019/20 funding year.
