Board of Directors
The Mississauga Halton LHIN is governed by an independent, nine member community Board. Board members are selected based on their specific skills and expertise and are appointed by the Lieutenant Governor Order-in-Council. The LHIN Board is responsible for identifying local issues and defining goals for tangible improvements to health care in the communities within Mississauga Halton. The Board provides leadership and sets strategic priorities implemented by a small team of professional staff.

John Magill - Chair (Mississauga)
John Magill retired from the law firm of Torkin Manes Cohen Arbus LLP where he was a senior partner in the Corporate Law Department. He has been actively involved in many community organizations and has served as Chairman of the Queensway General Hospital, Chairman of the Trillium Health Centre, Chairman of the Professional Division of the United Way of Metropolitan Toronto, founding director and President of the Heritage Etobicoke Foundation, member of the Etobicoke Local Architectural Conservation Advisory Committee, A.N. Magill Award Committee Chair of The Canadian National Institute for the Blind and honourary legal counsel to the World Blind Union and to the Canadian Motor Sport Hall of Fame. In 1993, John was awarded the Commemorative Medal celebrating the 125th anniversary of Confederation in recognition of his community service. John has enjoyed a lifelong involvement in motor racing and he and his wife Judy are avid sailors. John has 3 children and 6 grandchildren.

Brij Chadda - Director (Mississauga)
Brij Chadda of Mississauga had a long career as a senior economist and policy advisor with the Government of Ontario. Prior to taking an early retirement in 1996, he was the manager of the Municipal Assistance Program with the Ontario Clean Water Agency and the Ministry of the Environment. Earlier, he held a number of positions with Ontario's Treasury Board, the Ministry of Finance and the Ministry of Municipal Affairs. Chadda was recognized by the Province for his twenty years of volunteer service through India Rainbow Community Services of Peel, where he has served on its board and its policy advisory committee. Chadda holds a Master of Business Administration from York University, a Bachelor of Science in Mechanical Engineering from Howard University and a Bachelor of Arts in Economics and Political Science from Panjab University.

Caesar Cheng - Director (Mississauga)
Caesar Cheng holds a Masters of Science degree in Mathematics from the University of Wisconsin and a Post-Graduate Diploma in Business Administration from the University of Toronto. He has been president of Information Chaos Remedial Services Ltd. since May 1996. Prior to this, he held several increasingly responsible positions in computer technology management and software development. Caesar’s community involvement includes serving as president of the Chinese Association of Mississauga, past president of the Taiwan University Alumni Association of Toronto and past director of the Chinese Community Centre of Ontario. Caesar is a member of the American Management Association and Canadian Information Processing Society.

Tim Costigan - Director (Mississauga)
Tim Costigan of Mississauga was the director of education for the Beaufort-Delta Divisional Board of Education in Inuvik, NT. Prior to this, he taught and later became a secondary school principal in Peel Region and Hearst, Ontario. Since retiring, he volunteers for the Canadian Cancer Society, served as municipal council member for the Township of South Algonquin and was the vice-chair of Cassellholme Long Term Care Facility. Tim holds a Master of Education degree from the University of Toronto.

Dr. Elliot Halparin - Director (Halton Hills)
Elliot Halparin graduated from the University of Manitoba in 1974, completed his family medicine residency training at the University of Toronto and practices comprehensive family medicine with the Halton Hills Family Health Team. He was Medical Head - Emergency Department and a member of the Medical Advisory Committee at Georgetown and District Memorial Hospital from 1983-2001.
Over the past thirty years, Elliot has chaired or participated on numerous committees related to issues concerning the delivery of health care both in the Province of Ontario and nationally. He played a role in developing the physician contract for Ontario’s Family Health Networks and currently is an advisor to the Ministry of Health and Long-Term Care during the implementation of Family Health Teams.
Elliot was elected president of the Ontario College of Family Physicians (1987-1988) and the Ontario Medical Association (2002-2003).
Elliot has served on the Boards of Georgetown Hospital, Ontario College of Family Physicians, Ontario Medical Association, Canadian Medical Association and the College of Family Physicians of Canada. As well as sitting on the Mississauga Halton LHIN Board, he is currently a Councillor for the Canadian Medical Protective Association.
In 2002, the Ontario College of Family Physicians honoured Elliot’s contribution to Ontario health care by awarding him special recognition for service to Family Medicine.

Jane McCarthy - Director (Mississauga)
Jane McCarthy of Mississauga is vice-president health services with the Workplace Safety and Insurance Board. Previously, McCarthy was a program administrator with the Hospital for Sick Children. Jane has served on the boards of a number of community organizations, including as chair of the Pediatric Asthma Network and Laughlan Center. She was also a member of the Peel Women’s Health Task Force. Jane founded and served as president of the Association of Discharge Planning of Ontario (ADPO). Jane holds a degree in social science and a post graduate diploma in gerontology from the University of Toronto.

Norman Murray - Vice Chair (Oakville)
Norm Murray is a retired executive of Ford Motor Company of Canada Limited. In addition, he was the manager, national accounts at Newgen Results Canada Ltd. Account Management from 2002 to July 2006. Prior to this, he was a lecturer at the School of Continuing Studies at the University of Toronto, teaching a course in technology, e-business models and corporate strategy (2001-2002) and was vice-president of customer service at Ford Motor Company of Canada (1994-98). He serves as a member of the Grants Committee and was a previous member of the board of The Community Foundation of Oakville (1996-2002). His past community involvement includes serving as vice-chair of the Oakville Waterfront Festival, a member of the Corporate Gift Committee on the YMCA of Oakville Capital Campaign, and campaign chair of the United Way of Oakville.

Enola D. Stoyle - Board Secretary (Mississauga)
Enola Stoyle received an MBA in Professional Accounting from the University of Toronto and holds a CA and a CISSP designation. Currently, as Associate Director with the University of Toronto at Mississauga, she is responsible for Marketing, Recruitment and Alumni Relations for the Master of Management and Professional Accounting and Diploma in Investigative and Forensic Accounting Programs. Earlier in her career, Enola worked as a health sector executive. She was responsible for Information Coordination at Calgary District Hospital Group (now the CRHA) and Institutional Reporting for Alberta Hospitals & Medical Care. Enola is a member of the Canadian Institute of Chartered Accountants and the International Information Systems Security Certification Consortium.
