Accountability
The LHINs have built a strong foundation of transparency, performance and accountability as these are fundamental expectations of what Ontarians want from their health care system. The LHINs strive to ensure that health care dollars are spent efficiently and effectively, yielding the best results possible.
The LHINs operate within an accountability framework that is comprised of the Local Health System Integration Act, 2006 or LHSIA, the Memorandum of Understanding or MOU, and the Ministry-LHIN Performance Agreement or MLPA. The performance agreement includes our goals and objectives, standards, targets and measures, and a plan for spending the money LHINs receive.

This Performance Agreement (“Agreement”) reflects the evolution of LHINs, the ongoing transformation of Ontario’s health system and the importance of accountability between the MOHLTC and LHINs. It replaces the MOHLTC-LHIN Accountability Agreement (“MLAA”) effective April 1, 2007 to March 31, 2010, which reflected the relationship of both parties at that time and included process and operational detail.
The agreement sets out obligations on the part of both the Ministry and LHINs in fulfilling our mandate to plan, integrate, and fund local health care services.

As of April 1, 2011, under the Broader Public Sector Accountability Act, 2010, every LHIN, in compliance with the Directive issued by the Minister of Health and Long-Term Care, is required to:

The Mississauga Halton LHIN is committed to being open and transparent with its stakeholders and the general public. Following direction from the Minister of Health and Long-Term Care, expenses will be posted expenses here for all members of the Mississauga Halton LHIN Board of Directors and senior LHIN staff beginning with the first quarter (Q1) of the 2010/11 fiscal year (April 1, 2010 to March 31, 2011)

Compliance Attestations – Section 14
Local Health Integration Networks (LHINs) through their individual Ministry-LHIN Performance Agreements (MLPAs) are required to sign Certificates of Compliance as part of the General Performance Obligations. These Certificates of Compliance are completed on a quarterly basis and attests to the LHIN’s compliance with applicable legislation; provincial policies; standards; operating manuals; directives; and guidelines available to the LHINs, as required by the Ministry of Health and Long-Term Care (MOHLTC).
The MH LHIN is committed to being open and transparent with its stakeholders and the general public. To support this commitment, the MH LHIN's Certificate of Compliance is presented quarterly at the Board of Directors Meeting – Open Sessions and posted below
