Disclosure of Expenses

The Mississauga Halton LHIN is committed to being open and transparent with its stakeholders and the general public.  Further to the LHIN's commitment is our compliance with the Public Sector Expenses Review Act, 2009.  This Act was implemented on November 30, 2009 and was created to strengthen and reinforce accountability, transparency and oversight of government expense claims. As per direction received from the Minister of Health and Long-Term Care, the LHIN has created this page which details the expense reports of Board Members and Senior Staff as they engage with our stakeholders in managing the local health care system.

All expenses are in accordance with the government’s Travel, Meal & Hospitality Expenses Directives.

Ministry-LHIN Accountability Agreement

The Mississauga Halton LHIN and the Ministry of Health and Long-Term Care have finalized and signed an Accountability Agreement.  The agreement sets out obligations on the part of both the Ministry and LHINs in fulfilling our mandate to plan, integrate, and fund local health care services.

Developing the Accountablity Agreement has been a collaborative process and sets out the relationship between the ministry and the LHINs in fulfilling their new roles to strengthen health care for all Ontarians.

MLAA - Review

The Ministry-LHIN Accountability Agreement (MLAA) includes an obligation for the Ministry and LHINs to review selected schedules annually and update as necessary within 120 days of the government's budget announcement. These schedules are: Schedule 3 (Local Health System Management); Schedule 9 (Allocations) and Schedule 10 (Local Health System Performance).  The agreements, signed in 2007 by the Minister and each LHIN Board Chair, have been revised effective April 1, 2009.  You will find a PDF of the signed agreement below.

Hospital Service Accountability Agreements (H-SAA)

Hospital Accountability Planning Submission 2010 - 2012

The Hospital Accountability Planning Submission (HAPS) Guidelines describe how hospitals and LHINs will work to deliver on the overarching strategy of designing and delivering hospital services.  The Guidelines document includes a timeline for the submission of documentation leading to the completion of Hospital Service Accountability Agreements.

H-SAA 2008 - 2010 (Extended to March 31, 2011)

As of April 1, 2008, local hospitals were required to sign an accountability agreement with the WWLHIN. The original agreements covered a two year period from April 1, 2008 to March 31, 2010.

Due to the current economic climate and unknown funding allocations, all H-SAAs are being extended for a one-year period (April 1, 2010 - March 31, 2011).  During this time extension, hospitals are expected to maintain current ,agreed upon patient service delivery volumes within the approved, known funding allocations.

Multi Sector Accountability Agreements (M-SAA)

As of April 1, 2009, all local community-based service providers, are required to sign an accountability agreement with the Mississauga Halton LHIN. Community-based service providers include agencies such as the Community Care Access Centre (CCAC), some hospitals, community health centres, as well as agencies providing support services such as hospice care, counseling, transportation and more. The current agreements – also known as Multi-Sectoral Accountability Agreements (M-SAAs) cover the two year period April 1, 2009 to March 31, 2011.
